SUMMARY AND OUTCOME The 2026 Legislative Program and Legislative Priorities will guide advocacy work in the corresponding state and federal legislative sessions. The Intergovernmental Relations team (IGR), which is part of the City Manager’s Office of Administration, Policy, and Intergovernmental Relations, is not proposing major changes to the Legislative Priorities for 2026. IGR is proposing updates to the Legislative Program for 2026, which are discussed further in this memorandum. BACKGROUND The California Legislature and the United States Congress began a new two-year legislative session in January 2025.
